The exponent tells you how many times to multiply the base by itself. So 2 to the 10th power means 2 multiplied by itself 10 times, which is 1,024. An exponent of 0 always gives 1.
Yes. A negative exponent gives a reciprocal, so 2 to the power of -1 is 0.5. A fractional exponent is a root, so 9 to the power of 0.5 is the square root of 9, which is 3.
